Assigned to help an overwhelmed U.S. Coast Guard with port security along Washington state's coast, Teague and Jonzy, Homeland Security specialists take a break from boater rescues to stay at a rustic cabin and hike nearby Glacier National Park. In a very remote area just outside of the park, they noticed someone tampering with a railroad car sitting just across the border. They report it to their boss, TC, and continue on with their hike. The next day, they spot two backwoods' men with four very young girls, the youngest even carrying a doll. Something's wrong with this scene. They watch and are prompted into action when guns appear. Surprisingly, the two older foreign girls made it clear they didn't want to be rescued, and the local law enforcement seemed indifferent to their fate.
Back at the cabin with the two youngest waifs safely under their care, new guests arrive. One of the women is from Teague's past. Trouble, of the emotional kind. She also brings secrets, some impact the soul, others unknowingly draw killers to her.
While emotions tumble and attractions confuse, Teague and Jonzy are ordered back to work where they respond to a fisherman's report of something unusual in the water. What they find in the dark cold depths of the ocean is a thing of nightmares. What brings tears to their eyes though, is that they recognize one of the victims.
When the train smuggling case explodes with international significance, it collides with the human trafficking because the bullseye for both is the nearby town of Destiny. With the lives of those they hold dearest in jeopardy, the lawmen race to find the connection.
